14-day visa-free entry applies only to India, China, and a few others if:
They have a valid visa to US, Japan, Australia, Schengen, etc.
They enter via Manila NAIA Airport
They have a confirmed onward ticket
Philippines Tourist Visa Requirements (Pre-Arrival Application)
If you are not eligible for visa-free entry, or don’t meet the 14-day visa-free exemption rule (for some nationals with 3rd-country visas), you must apply for a 9(a) Temporary Visitor/Tourist Visa before arriving in the Philippines.
General Eligibility for a Tourist Visa
You must show:
A valid reason to travel (tourism, visiting friends, exploring)
Strong financial capacity to fund your stay
Intent to return to your home country (proof of ties)
